National ID system bill pushed in Congress

Former President and Pampanga Rep. Gloria Macapagal Arroyo has filed a bill that seeks to integrate all government-initiated IDs into single identication system.

Under House Bill No. 696, Arroyo said all Filipino citizens will be issued a Filipino ID Card that may be used in public and private transactions in the country.

“Every Filipino, whether residing in the Philippines or abroad, is mandated to register personal information required by the ID system, and upon application shall be issued a non-transferrable Filipino ID card with an ID number that shall be valid for life, subject to replacement only under (some) circumstances,” Arroyo said.

The card shall store biometric data, name, birth date, gender, date of issue, signature of owner, the corresponding individual serial number, among others.

The Philippine Statistics Authority (PSA) shall implement and oversee the registration through the Local Civil Registry Office, ensuring that all Filipinos, including indigenous peoples and those in the remote areas, are issued a card.

Application for the registration and issuance of the Filipino ID card shall be at the LCRO of the city or municipality where one is a resident. Meanwhile, application for Filipinos residing abroad shall be made at their nearest Philippine Embassy or consular office.

The Filipino ID card may be used in all government transactions including applications for passport, driver’s license, availment of services and benefits offered by insurance institutions, clearances from the courts, prosecutor and the police, and other transactions requiring proof of identification.

The initial application and issuance of the Filipino ID card shall be free of charge as per government's social service responsibility. A replacement fee shall be paid by the cardholder.
